Possession and the Law

Possession is nine tenths of the law, or so the common saying goes. The problem is that the police spend a lot of their time trying to prove otherwise. Wouldn't it therefore make sense to change things around and have possession become ten tenths of the law? That way if you have it, it's yours, and no one has to worry about valuable police time being wasted on proving anything else.
